Clark County's homeless students could reach 7,000

CCSW just blogged about the fact that the number of homeless children in the Las Vegas Valley are in the hundreds. Now we get word that the figure could be in the thousands.

It is astounding as it is criminal.

Las Vegas Review-Journal:

The Clark County School District's enrollment has dipped to 309,000 students from 311,000 students a year ago, but one segment of the student population is still growing, much to the dismay of educators and social workers alike.

The number of homeless students in local public schools could reach about 8,000 by the end of the current school year, about 2,000 more than last year, said Myra Berkovits, the district coordinator for the federally funded Homeless Outreach Program Education, HOPE.

"I think it's a perfect storm between job loss, foreclosure and bad luck," said Berkovits in explaining the increase.

As struggling families swap their large homes for small apartments, teenagers are getting forced out of the nest, said Tim Mullin, director of operations for the Nevada Partnership for Homeless Youth. But being forced to leave home usually strengthens the desire homeless teens have to stay in school. They crave the routine or structure it gives their otherwise chaotic lives, Mullin said.

"They sleep on bleachers in front of the high school, because they want to be at school when the bell rings," he said.

Separately, an article in the Scholastic Administrator magazine says school staff are being trained on tell-tale signs of homeless children. This article lists many of the services CCSD provides in terms of outreach.

Administrator:

Older students remain an under-identified homeless population. The Clark County district estimates—and social service agencies agree—that there are thousands of additional students in the county who meet the definition of homeless but have not yet been identified, particularly in the upper grades.

To help address these unmet needs, this fall the district will try out drop-in centers at several middle and high schools, offering students a chance to do their schoolwork on computers, get clothing and food, and have access to counseling.

Kathleen Boutin, founder and executive director of the Nevada Partnership for Homeless Youth, says thousands of high school students are “couch surfers,” staying a few nights at a time with family or friends, but without anything close to a permanent residence.

The Nevada’s Partnership’s own drop-in center sees about 300 to 400 individuals each month, including a large number of students who come in regularly for food and clothing and to do homework. She praised the district’s plan to focus on a demographic group that is too often invisible.

“These kids are academically interested,” Boutin said. “They know education is their ticket out of homelessness and poverty.”

Author tells CCSW teacher workplace conditions need addressed (book review/video)

A new tell-all book just hit the stands which promises to blow the lid on workplace conditions in our public schools. Trust and believe...this is a book that some administrators, even some union officials, DON'T WANT YOU TO READ.

Author Rosalyn Schnall, a retired teacher in the Chicago Public Schools system, saw first-hand how rancid workplace conditions and school administrator misconduct were in the schools in inner-city Chicago. Now residing in Henderson, Schnall's new book When Teachers Talk exposes the true stories of more than 500 teachers, effectively blowing the lid on what's taking place in these buildings. Unfortunately, it is not a lot of education going on in these schools.

CCSW sat down with Schnall, who painted a very bleak picture on what teachers are going through in our schools as they attempt to teach our children.

"Ninety percent of those surveyed think principals abuse their power...ninety percent of those think the [teachers] union is ineffective in addressing workplace conditions and abuse of power by principals. This is part of a bigger problem," Schnall says.

But even though abusive principals and administrator misconduct are widely chronicled in the book, Schnall is also quick not to indict all administrators with a broad brush.

"There are lots of good principals out there, who are supportive and are trying to do a lot of good. Unfortunately, there are bad ones out there too, and the bad ones are making it hard for good teachers to stay in the profession," she adds.

The average, neophyte teacher spends less than five years on the job before he/she gets burned out and quits.

A heartwarming story out of San Diego (voiceofsandiego.org)

This is an incredible story. Crawford High School in San Diego has its own version of the famed Jaime Escalante in Jonathan Winn. Winn teaches an Advanced Placement Calculus class. This class, and this school, have defied the odds, broken the rules, and questioned authority. As a result, a success story was born.

Here's an excerpt from Emily Alpert's article over at Voice of San Diego, please read the entire story. You will be inspired:

It starts as a distant ringing, faint over the hubbub of students flipping through binders in the small theater. It grows from the bronze bowl that Jonathan Winn cups in one hand as he swirls a mallet inside to set off the unearthly sound.

It fills the room. The chatting stops. More than 70 teenagers turn to the man who stands before them onstage, his eyes closed. The ringing hangs in the air like the end of a poem.

"GOOD MORNING CALCULUS!" Winn suddenly screams, like a sportscaster calling a goal.

This isn't your typical calculus class. Advanced Placement classes are prized by kids at elite schools, who nab them for college credit. This is Crawford High, where students struggle with English and test scores are among the lowest in San Diego Unified. Classes are supposed to be small; Crawford intentionally made this one big, like a college lecture. Kids are supposed to be prepared for tough classes; Crawford threw calculus open to anyone. It has a few whiteboards on a bare stage. Yet it seems to be working.

"They're in there and they're getting As," says Bill Laine, principal of one of Crawford's schools-within-a-school. "We raise the bar and the kids excel."

Calculus was rarely offered here before and usually drew fewer than a dozen students. Skeptics said it wouldn't work. But scores of teens file into the theatre at 7:15 a.m. to hear Winn explain derivatives.

Pay to Play? (Raleigh News & Observer)

There are some serious ethical issues that are going on in this story.

A school in North Carolina decides to cancel a fundraiser that would have sold grades to middle school students. Yes, you read that correctly. This, from the Raleigh News & Observer.

This is disgusting:

A $20 donation to Rosewood Middle School would have gotten a student 20 test points - 10 extra points on two tests of the student's choosing. That could raise a B to an A, or a failing grade to a D.

Susie Shepherd, the principal, said a parent advisory council came up with the idea, and she endorsed it. She said the council was looking for a new way to raise money.

"Last year they did chocolates, and it didn't generate anything," Shepherd said.

Shepherd rejected the suggestion that the school is selling grades. Extra points on two tests won't make a difference in a student's final grade, she said.

It's wrong to think that "one particular grade could change the entire focus of nine weeks," Shepherd said.

State education officials, who typically shy from talking about grading at individual schools, were not pleased to hear of Rosewood's effort.

Rebecca Garland, the chief academic officer for the state Department of Public Instruction, said she understands that schools are struggling in the recession.

Tight state and local budgets have put extra pressure on schools to raise their own money. Teachers giving extra test credit to students who bring in classroom supplies is a longstanding practice at some schools.

Number of homeless children on the rise in Las Vegas Valley

Today's R-J reports on yesterday's Project Homeless Connect event held at the Cashman Center. It is estimated that among the more than 13,000 homeless individuals in the Valley, more than 400 of them are children, according to CCSD. They're either living in shelters, cars, parks or RVs.

Is it me or is this an outrage, ladies and gentlemen?

R-J:

Dozens of children were among the thousands of mostly desperate people who attended Tuesday's Project Homeless Connect at Cashman Center, an annual event that aims to help some of the valley's estimated 13,300 homeless people find housing, jobs and other services.

The Clark County School District reported in April that 352 children were living in homeless shelters, with 82 others living in cars, RVs or parks.

On Tuesday, 72 children attended Project Homeless Connect, according to the county.

Student productions of The Laramie Project, Rent will go on

A group of parents were unsuccessful in seeking to halt a Green Valley High School student production of The Laramie Project and Rent, citing adult themes. CCSW discussed this back on October 24, in which the student stage production of The Laramie Project, which tells the story of the 1998 murder of Matthew Shepard in Laramie, Wyoming, raised eyebrows among some in the community, prompting the lawsuit.

Today's R-J:

A District Court judge on Tuesday refused to drop the curtain on high school productions of "Rent" and "The Laramie Project."

Henderson's Green Valley High School can proceed with both plays, including a Thursday night performance of "The Laramie Project," which deals with the murder of a gay college student in Wyoming.

Sarah Balogh, 17, who has a role in "Rent," said the legal ruling was a victory for the plays' themes. "I think it's a start toward what they're all about: compassion and tolerance."

"The Laramie Project" will be performed at 7 p.m. on Thursday, Friday and Saturday. The high school is at 460 Arroyo Grande Blvd., west of Stephanie Street.

"Rent," about starving artists coping with AIDS and drug addiction, will be performed early next year.

Some parents who object to the plays' "mature content" had sought a preliminary injunction to stop both productions.

Latch-key kids on the rise

This week's View News (Aliante edition) discusses the increase of children are not being picked promptly after the school day is concluded, which apparently is raising eyebrows among some CCSD officials. A weak local economy may be a prime contributor to the problem.

The bright, yellow strip of paper is stuck to the public school door, a telltale sign that children have been left behind. In today's economic climate, It's happening more and more often.

After an elementary school-age child's educational day is finished in the Clark County School District, parents have about 10 minutes to pick up their children before campus staff are supposed to attempt to contact the family, according to district policy. If nobody is reached, the school staff is then supposed to contact the district's attendance office, and an officer will come to the campus to pick up the child in question.

Students who are left at elementary schools are taken to area Boys & Girls Clubs of Las Vegas. Children younger than 5 or those with a disability are taken to Variety School, 2601 Sunrise Ave. If the children still are not picked up when the club or Variety School closes, they are transported to Child Haven.

As of Oct. 23, 459 students had been transported to Boys & Girls Clubs around the valley as a result of not being picked up from school. No children as of that time had been taken to Child Haven.

"It's quite high this year," Pam Gunter, senior attendance officer for the Clark County School District, said. "Usually, that's our total at the end of the two semesters."

Gunter said she thinks the number is so high because of the hard economic times. The public school system doesn't charge families when officers come to pick children up from the schools.

"It's more than ever," Gunter said.

NSC, CCSD partner for middle school mentoring program

Today's Las Vegas Sun reports on a new partnership between CCSD and Nevada State College targeting middle school students. The goal of the new Crossroads program is to have guidance counselors from area middle schools select a specific number of students, put them through workshops, and award them scholarships provided they complete high school.

The program is very noble.

Sun:

NSC launched its Crossroads program, now in its third year. Guidance counselors are asked to identify 10 to 15 students at each campus who might benefit from participating. The students meet in large groups four times per year for workshops led by NSC faculty and staff.

“Access to a bachelor’s degree changes lives,” said Rene Cantu, vice president of multicultural affairs at NSC and Crossroads’ creator. “There are a lot of bright, promising kids who just need to feel appreciated and that someone believes in them.”

At Wednesday’s kickoff event, [Nevada State College President Fred] Maryanski put his money where his hope is, giving more than 150 students certificates guaranteeing $500 scholarships to NSC, provided they successfully complete high school.

The program costs about $47,000 annually. This year’s funding includes a $25,000 gift from Bill Wortman, co-founder and co-principal of Cannery Casino Resorts, and $18,750 from the Nevada Public Education Foundation.

I'll say again, this program is noble. Having substitute-taught in the middle schools in central North Carolina not long ago, it is at this stage that we begin to lose many of our children. Their focus starts to wane during the latter years of the primary grades, then we lose them in middle school and by the time high school comes, it's too late; we either have them or we don't. NSC is moving in the right direction with this.

CCSD hits plateau, no new schools needed (R-J)

A midday report in the R-J today said that only five schools are left to be built from the 1998 Bond program and district officials say because of flat population growth, no new schools are needed for the next 10 years.

Wow...really?

How does one come up with this forecast?

Here's the short piece:

Because of flat population growth, the Clark County School District does not foresee building new schools for the next 10 years, officials said today during a School Board workshop.

But it still projects $4.9 billion in capital needs for school renovation and replacements, educational equity, technology and equipment, they said.

The board has given itself a deadline of January 2010 to decide whether to pursue a new bond program during the 2010 election cycle or defer it another two years until 2012.

The 1998 bond program, which generated $4.9 billion for 101 new schools and 11 replacement schools, is winding down with five schools left to be built.

The comments at the end of the article seem to lead toward many wanting the bond to retire. Others say that because of the current state of CCSD, no more bonds should ever be approved until academic results are improved.

Controversy surrounding proposed health clinic at Wynn Elementary (LV Sun)

Today's Las Vegas Sun reports on a brewing controversy surrounding a proposed health clinic on the grounds of the Elaine Wynn Elementary School in the Spring Valley area (see companion story from yesterday's edition).

Neighbors are up in arms over the clinic. Yesterday's Sun reports on some of the opposition:

Some people don’t welcome school-based health clinics. Consider the gathering Monday of about 50 residents of the Spring Valley neighborhood to complain about plans to develop a health clinic at Elaine Wynn Elementary, east of Jones Boulevard. Some of their opposition apparently stems from misunderstandings about how the clinics are funded, and who has access to the services.

Some people say they are angry that tax dollars would be going to provide health care — a service seen as outside the School District’s primary mission. Others expressed fear that the neighborhood would be flooded with uninsured adults and children using the clinic as a primary health care provider.

Here are the facts: Virtually no public money is spent either to build or to operate the clinics. The School District provides the land and the utility hookups and pays only for a staff coordinator in the School Community Partnership Office to work with the clinics, which serve youths up to age 18.

Others residents worry about the impact of increased traffic in their area. But the principals of several of the existing clinics said there is no discernible increase during the clinic hours.

Today's Sun reports the proposed clinic is on hold due to a permitting issue. Not only that, another sore spot for the opposition seems to be the lack of communication among school officials to the community and the neighbors.

Sun:

Much of the anger voiced at a Spring Valley neighborhood meeting Monday about a proposed student health clinic at Elaine Wynn Elementary School was directed at the Clark County School District for not having previously discussed the plan publicly.
On Tuesday district officials acknowledged that neighbors of the school were shortchanged on the ability to weigh in on the clinic.

At issue: whether the School District or Communities in Schools, the nonprofit group that intends to operate the campus clinic, should have applied for a special-use permit from the county. A spokesman for the county said the matter is being researched to determine whether the permit is required.

The permit application would have triggered a Clark County Commission public hearing to air the proposal and measure its merits versus potential effects on the neighborhood. Instead, construction of the clinic began several weeks ago without the public hearing and without a special-use permit.

County, School District and Communities in Schools officials say they think the misstep was based on a genuine misunderstanding, and not an intentional attempt to circumvent a public hearing. In the meantime, construction of the clinic has been put on hold.

This one bears watching.

CCSD toots its horn on how many jobs saved/created

Clark County Schools is crediting the federal Stimulus package for either creating or saving 1,400 jobs. This, according to today's R-J.

However, the reality lies between the lines. Are our kids learning as a result of this? Are standards being raised?

R-J:

The Clark County School District has saved or created 1,400 teaching and support staff jobs with federal stimulus funds, officials said Monday.

The district is the state's single largest recipient of American Recovery and Reinvestment Act funding, It was awarded $165.1 million as of last month and has 35 percent of Nevada's 4,000 education jobs that reportedly were saved through the stimulus.

But at least one analyst thinks the numbers may be inflated.

Patrick Gibbons, an education consultant with the conservative Nevada Policy Research Institute who is a critic of the stimulus, thinks the number of saved jobs probably was "overstated."

Last spring, the district announced it was eliminating 854 employee positions to save money. The job cuts included 209 teaching positions and 592 support staff.

By September, all affected teachers and about half of the affected support staff were able to find other jobs within the district. Another 200 affected support staffers have gotten temporary jobs or "on-call assignments."

More on Online Education: R-J

Sheer coincidence that only days after I write a blog touting the potential benefits of online education, comes a very well-written piece in today's R-J on the very same subject. Positive article.

The one thing of note in the R-J piece is a quote from Anthony Ruggiero, president of the Nevada Board of Education, who is skeptical of online education.

See this excerpt:

"But Anthony Ruggiero, president of the Nevada Board of Education, is skeptical whether online education is the same as home schooling, with parents doing most of the work.

He voted against granting charters to Connections Academy and Nevada Virtual Academy because he thought K-4 students were too young for online education. He is also leery of charter schools that are managed by for-profit companies. Charter schools, such as Connections and Virtual Academy, operate as public schools and receive public funding.

"All that money is leaving our state," Ruggiero said."

I'm going to take the other side...for many students that cannot function in a traditional public school setting, this is a viable alternative. It is an option for parents to have. And with the state's dropout rate and declining standards, options must be available to parents. I don't see anything wrong with that.

Raise the Standards: R-J

Today's Las Vegas Review-Journal writes an editorial asking state officials to raise education standards in Nevada. We rank near the bottom of the barrel when it comes to education, and quite frankly, an overhaul of public education in the Silver State is an understatement.

EDITORIAL: Raise the standards

Nevada education officials were mildly encouraged last month by a modest improvement in the state's math scores.

But the numbers may have been somewhat misleading.

Results of the National Assessment of Educational Progress testing found that Nevada was one of only four states to show improvement in math proficiency in both the fourth and eighth grades this year.

The scores were still dismal -- only 39 percent of fourth-graders and 34 percent of eighth-graders were deemed proficient in math -- but at least that was better than previous years.

Turns out, though, that Nevada, like many other states, has a different definition of "proficient" than does the federal government. Under the law, states are free to set their own standards -- and they do. While a few fix the bar higher than Washington, most do not.

Nevada, for instance, says a student is proficient if he or she meets the "basic" level on NAEP standards. But Gloria Dopf, the state's associate superintendent for instruction, admits that's one level below what NAEP deems sufficient.

In other words, some students deemed "proficient" at math by Nevada standards are nothing of the sort when judged by the national benchmark.

Now, none of this has anything to do with the slight improvement in Nevada's math scores this year. But it does mean that there are likely many more kids struggling in basic math classes than the state is willing to admit.

At the very least, Nevada should raise its definition of "proficiency" to meet the federal standard.

"States are setting the bar too low," said Education Secretary Arne Duncan. "We're lying to our children when we tell them they're proficient, but they're not achieving at a level that will prepare them for success once they graduate."

Indeed.

More on the CCSD speech debacle: NPRI

Education Researcher Karen Gray inks an article over at the Nevada Policy Research Institute that provides additional insights into the proposed policy changes regarding public comments at CCSD Board of Trustee meetings. And the proposal, as written, raises concerns.

Remember, the trustees are elected by us, the people. If they can't handle criticisms (especially when it comes to our children), then they shouldn't run for political office.

Gray:

In a 180-degree turnaround, CCSD trustees are now considering prohibiting certain public speech and removing trustees' ability to respond to many public speakers.
Current board policy is that "trustees may choose to respond" to members of the public, whether the issues raised by members of the public are on the current agenda or not.

However, the "policy change" that the board is currently contemplating says, "trustees may choose to respond to you if your comments are addressed to an item on that meeting's agenda." (Emphasis added.)

Under this proposed new regime, therefore, if an individual raises an issue supposedly not on the board's agenda for that meeting, trustees will just stare at him and remain mute, no matter how important the issue. Official "policy" would even prohibit trustees from responding to comments or questions about policy — should such issues, however narrowly defined, not happen to be on the board's agenda for that meeting.
Earlier CCSD school boards gallantly pioneered the way for Nevada's tradition of open and reciprocal communication between the elected and the electors. Recent Clark County school boards, however, have affected a self-imposed code of silence that keeps the public at more than arms' length.

Nevada Education Notes added to Clark County School Watch

Karen Gray, an education research with the Nevada Policy Research Institute, writes in to tell us about a new newsgroup titled the Parents Sounding Board. It's found at the Nevada Education Notes blog.

It's been added to our lengthy group of blogs here at CCSW and the Vegas Valley View.

Here's what Gray says about the newsgroup:

For more than 19 years, I was a parent in the CCSD. I had my ups and downs with teachers, administrators, even board trustees. I volunteered in my children’s classrooms, sat on the learning improvement teams and parent advisory committees for their schools. I even participated in school board trustee committees and policy groups. I know I would have welcomed a sounding board like the one started at Nevada Education Notes.

As a parent of children with special needs, I know the pains and hardships of the IEP process. Later, I became a special education advocate assisting other parents through the process. I eventually went on to obtain a paralegal degree to assist attorneys in special education litigation. I know how helpful hearing about others experiences can be.

As I expand my research at NPRI, I want to address the topics that parents and teachers find informative and interesting. And, the Parents’ Sounding Board will provide that insight and give parents and teachers a place to be heard.

National education standards unmet...time to try something else?

It's an all too familiar story, folks.

National standards for public education are not being met. Meanwhile, the rest of the civilized world is passing us by in math and science. Yawn!

How many of these headlines must we endure before something of concrete substance takes place?

Take today's article in the New York Times:

A new federal study shows that nearly a third of the states lowered their academic proficiency standards in recent years, a step that helps schools stay ahead of sanctions under the No Child Left Behind law. But lowering standards also confuses parents about how children’s achievement compares with those in other states and countries.

The study, released Thursday, was the first by the federal Department of Education’s research arm to use a statistical comparison between federal and state tests to analyze whether states had changed their testing standards.

It found that 15 states lowered their proficiency standards in fourth- or eighth-grade reading or math from 2005 to 2007. Three states, Maine, Oklahoma and Wyoming, lowered standards in both subjects at both grade levels, the study said.

One asks the proverbial question...okay, now what? Maybe the answer lies in viable alternatives. Online education.

Folks, this is home schooling on steroids.

Recently, a family in the Silverado Ranch area gave me unique access to a demonstration of their children's online curriculum. They participate in the "k12" program (on the web at http://www.k12.com). Aligned to state standards, their children participate in a daily core curriculum of subjects, all completely online. k12 even sends parents the computers for their children to use. Students participate at their own pace. Promotion to the next level doesn't occur until complete mastery of the subject takes place. And results, this family told me, are quite noticeable.

An op-ed in the R-J last month touts the benefits of online education. Written by Gary Waters, the executive director of the Beacon Academy of Nevada, students of all levels can be served (and helped) by this method, he said.

Waters:

Online schooling, once thought of as new-wave and experimental, is now an accredited and widely accepted education option for students across the nation. Contrary to the old conventional wisdom, online schools are now recognized as offering challenging classes, advanced academic opportunities and dynamic social interactions -- both in and out of the classroom -- for a rapidly growing number of students.

A recent Department of Education study assessing the academic track record of students in online education sheds some light on the issue. Students completing some or all of their courses online performed better academically than peers in a traditional classroom. These students scored, on average, in the 59th percentile while the average brick-and-mortar student scored in the 50th percentile.

The study cited the ability of the online classroom to individually tailor education to meet each student's needs. Students have the flexibility to learn at their own pace, taking more time on subjects they find more difficult, or advancing rapidly to more challenging material. May educational leaders throughout the United States predict that by the year 2015, 50 percent of all instruction in public education will be offered online -- and some courses and educational content will be exclusively offered over the Web.

Also contrary to popular perceptions, a recent study from The Center for Research in Education Policy at the University of Memphis found that these social implications are far from negative. In fact, the study found that students enrolled in full-time online public schools demonstrated social skills that were superior to or substantially similar to those of students enrolled in traditional public schools. The study found that students were highly engaged in social activities, both inside and outside the classroom. Consequently, fears about the lack of socialization and social skill building in students who access online instruction appears increasingly unfounded.

Because we have been unsuccessful in emulating what other countries do (and I'm going out on a limb to say this--especially since I'm a former public school teacher), maybe it is time to look at what is working.

The Vegas Valley View is now incorporating Clark County School Watch. What does this mean to you? Absolutely nothing.

While we've discussed some side topics, clearly this blog has taken a strong political/educational focus, spotlighting the challenges surrounding Clark County Schools. And word about this blog is starting to spread across the Valley.

Instead of completely renaming and rebranding V-3 as Clark County School Watch, it'll simply be incorporated into V-3. Some new links will be added and existing links will be moved over to a new sister blog that will be unveiled in the next few days.

It is hope that you will continue to enjoy and participate and comment.

Protests abound over production of The Laramie Project

A Green Valley High School student stage production of The Laramie Project, which tells the story of the 1998 murder of Matthew Shepard in Laramie, Wyoming, is not only raising eyebrows among some in the community, it has also prompted a lawsuit.

The Las Vegas Weekly first told the story back in its October 7 edition.

LV Weekly:

“The Laramie Project was originally the advanced-study class project,” says Jennifer Hemme, performing arts teacher at Green Valley. “And then the epilogue thing kind of came along, and it was kind of a natural fit.”

Natural, maybe, but not without risk. Because it tends to cause controversy, the play is avoided by many schools. “I think it’s an important story to tell,” Hemme responds. “It’s not pro-homosexuality or anti-homosexuality; it’s anti-hate.”

But now comes word (via CBS-8 KLAS) that a group of parents filed suite seeking to halt the production of The Laramie Project and Rent, citing adult themes.

CBS-8:

"I don't think it's age appropriate for her," said parent Mel Grimes.

A group of concerned parents objects to the mature content found in Rent and the Laramie Project. Though both have been adapted for a younger audience, the plays involve issues like AIDS, homosexuality and drug abuse.

"It's taking the right of the parents of how to raise their children by exposing them to things that we may not want our children to have exposure to at this time or on this venue in a glamorized place on the stage," said parent Rick Magness.

The group, including Green Valley dad and attorney Cory Hilton, has asked school principal Jeff Horn to cease and desist both productions. In his response, Horn assured Hilton no student may perform without written parental permission and none will be required to watch the plays for academic credit.

Redistricting takes center stage in Henderson

A potential brouhaha may be brewing over a proposed redistricting effort in Henderson. The Las Vegas Sun reports a handful of schools in the southern Valley may redistrict students next Fall due to growth, and that has some Henderson parents fuming at CCSD.

Apparently, this is a regular activity. The problem is when school districts do this, schools and neighborhoods lose the continuity.

In my opinion, there has to be a better solution.

Parents in a couple of Henderson neighborhoods are bracing for a fight over proposals to rezone their children to different schools next fall.

The Clark County School District’s Attendance Zone Advisory Committee took a first look Tuesday at proposals to adjust attendance zones for the next school year.

The proposals included changes to three south Henderson high schools, two middle schools and up to six elementary schools. The elementary school changes are to accommodate a new school in Anthem Highlands.

Also on the agenda are changes to accommodate three other elementary schools due to open next fall — two north of the 215 Beltway and one in Southern Highlands.

What drew the attention of parents at the initial meeting, however, were proposals to move middle school students in the Champion Village neighborhood from Bob Miller to Lyle Burkholder Middle School and to move children in the Pebble Creek neighborhood from Vanderbilt to Cox Elementary.

Stepping up with STEP UP

The Las Vegas Sun has been reporting on efforts by some to create a charter school where students earn future college credit towards a teaching degree. But in today's edition, reporter Emily Richmond says a CCSD magnet program already exists at the Northwest Career and Technical Academy.

Reportedly, John Jasonek, executive director of the Clark County Education Association, unveiled a proposal which according to the Sun, "is an outgrowth of a successful initiative started by the School District and the teachers union’s Community Foundation in 2004. STEP UP (Student to Teacher Enlistment Project Undergraduate Program) covers the cost of the dual-credit classes and offers students scholarships to local colleges in exchange for agreeing to work in district schools for four years."

It's good that we're introducing this program to young students. My take on this is simple...students in teacher academies today need to understand the obstacles they will endure going into the classroom. A lot of teacher training comes from research professors who likely have not stepped foot in a public school classroom in years. They may not be aware of the challenges and pitfalls that silently await our neophyte teachers. So in these programs...if that theory can trickle down somehow to the suspecting (or unsuspecting) student teacher, maybe they will have a better sense of what to really expect.

This really smells of corruption

Today's R-J reports CCSD school board member Linda Young (D-3) coming under fire for e-mails lobbying school brass on the potential hiring for former State Assemblyman Wendell Williams as a substitute teacher at the school that bears his name.

It bears the question...is this the role school board members should be taking in the course of "official elected duties?"

R-J:

A community activist is criticizing School Board member Linda Young for lobbying the Clark County School District on behalf of a former state lawmaker who had applied to be a substitute teacher at the campus that bears his name, Wendell P. Williams Elementary School.

"There's a lot of stuff behind him, a lot of baggage," Marzette Lewis said of Williams. "I don't want him around nobody's babies."

Lewis organized WAAK-UP, a West Las Vegas community action group
Williams, who lost his Assembly re-election bid in 2004 after a series of scandals eroded his support, once received the district's Crystal Apple Award in appreciation for his contributions to education.

The veteran lawmaker's fall from grace was fueled by evidence from his one-time employer, the city of Las Vegas, that he was getting paid for work he did not do when he was serving in Carson City. At the time, he also had failed to reimburse the city for $1,844 in personal cell phone calls.

That's not the kind of role model students should have, Lewis said.

Young on Wednesday denied she was using her influence to get Williams a teaching job, saying "I don't have that kind of authority." But she criticized school district staff for not responding to Williams' inquiries about his job application, saying it was a missed opportunity to get a male role model into a school where many students need one.

I don't know about you, but there appears to be a lot more here than meets the eye.

Ill-Prepared College Freshmen Prompt New UNLV Study

The area's college freshmen are spending more and more time in remedial classes, prompting a new research project by UNLV research staff.

This past Sunday's Las Vegas Sun reports that last year, "more than a third of the Nevada high school graduates who enrolled at the state’s universities and colleges required remedial classes in English and mathematics, at a cost of over $2 million."

UNLV staff refuse to blame teachers, but rather the system needs to be more scrutinized. One answer seems to be "better tests." Well, in our asinine test-driven curriculum, where we spend more time teaching our kids how to take a three-hour exam than teaching them how to read and write and spell and balance a checkbook and how to find Florida on a map, that's the weak way out of the situation.

Sun:

[Neal] Smatresk, who served as UNLV’s executive vice president and provost before being appointed president in August, said the ultimate purpose of his initiative is to reduce the need for incoming UNLV freshmen to take remedial classes.

“It’s not about blaming teachers, it’s about revealing the problems we have and then honestly developing strategies to resolve them,” Smatresk said. “We would like to call it an attempt to help the teachers.”

No School on Fridays for Hawaii

Just when you thought you've seen it all, now comes word that money woes are so bad in Hawaii, they are shutting schools down on Fridays.

Yes, that's right...three-day weekends for students, every week.

Read this nonsense from the AP:

HONOLULU — At a time when President Barack Obama is pushing for more time in the classroom, his home state has created the nation's shortest school year under a new union contract that closes schools on most Fridays for the remainder of the academic calendar.

The deal whacks 17 days from the school year for budget-cutting reasons and has education advocates incensed that Hawaii is drastically cutting the academic calendar at a time when it already ranks near the bottom in national educational achievement.

While many school districts have laid off or furloughed teachers, reduced pay and planning days and otherwise cut costs, Hawaii's 171,000 public schools students now find themselves with only 163 instructional days, compared with 180 in most districts in the U.S.

What have we come to?

CCSD lowers standards

Your state board of education today lowered standards and allowed school districts to dummy-down the curriculum.

Okay...translation:

R-J:

With no objections and no discussion today, the Nevada State Board of Education approved a proposal to allow the state's school districts to change standards for high school grade advancement in the interest of boosting passage of the state's proficiency exam and the state's high school graduation rate.

The new rule, if adopted by the Clark County School District, would allow students who have attended high school for three years to be considered seniors whether or not they have successfully completed the required number of units.

This would allow these students to take the proficiency exam as seniors -- which means they would have four chances to pass the test instead of just one during that fourth year.

The high school graduation rate of Nevada ranks 50th in the nation.

50th in the nation is crazy. Someone is clearly dropping the ball up in Carson City. And with no objections nor discussion from Board members, it seems as though they've taken an "I don't care anymore" attitude.

Has it really come to this...have we stopped caring?

Proper Communication is Everything

I've been involved with some high-spirited, rich dialogue over the last day with a young lady from my former domicile of Greensboro, NC. And it all started with a dose of slang in her Facebook status:

Am I the only one that still says, "I am fena...-anything" as in "I'm fena send an email. I'm fena go to the store...I'm fena whatever...SO UNPROFESSIONAL!

Now, I'm not calling her out, and she actually was kidding and being sarcastic. But as a purveyor of communication, I've been seeing the slang term "fena" (translated to 'fixing to...') used all around Facebook, even among (gasp) some of my former students, since I used to teach high school once upon a time.

My response:

I cringe, because I taught grammar in GCS and Randolph County. Many of my former students are on here on FB, and I cringe even more when I see them using bad grammar (you know who you are, I'm WATCHING you)!
Fena wanna gotcha gonna ain't gonna gitcha anywhere in the business world, trust and believe!

Her response back:

Unless you are a business owner, and got swag! I am kidding. Applying the fundamentals are important as we do not wish to sound ignorant or set a bad example, however we must remember we had a President who could barely read, a poor command of the English language, and a Vice President who could not spell or differentiate between TV moms and real life so to say it won't get you any where is a stretch.

My response back:

This may be true to a certain extent, with all due respect, but I worked extremely hard to to teach grammar, to teach my kids how to write properly, how to speak properly, how to function outside of high school. I was pressured into teaching my kids how to take a 3 hour exam, but taking time to teach the fundamentals on why they needed to write and... Read More speak properly was never encouraged.

I spent time in Washington and Chicago and now in Las Vegas...and I'll be honest, you'll be laughed right out of the employment office or business function saying "gotta-wanna-gitcha-getta-holla-fena, etc." So politics aside, it is a matter of setting a good example. I taught at Andrews H.S. for a year and a half, and my kids will tell you that on the first day of class, I told them that I was not from the hood, I was not from the South, and I'm going to teach you how to speak properly, how to writer properly and how to function in society. And we spent a class session (or two) discussing those very words---words I refused to hear in my classroom.

It was a struggle, it may not have been in the so-called state standard course of study, but I was determined to have my kids be better.

Her response:

Well Mr. Huey, I completely understand your point there. English and a command of the English Language is exceptionally important. I even wanted to be an English Teacher, but that was before I realize there was a difference between English and Literature, so I actually loved and wanted to teach a love of the written word.

The suggestion that "...you'll be laughed right out of the employment office or business function" because of an inability to articulate using words like, "gotta-wanna-gitcha-getta-
holl-fena, etc" flies in the face of Bojangle's very successful national, "gotta wanna need have a Bojangle's" campaign. Somebody raked in big bucks for years behind that one. Whoever came up with that one had to have been told to use proper English at all times.

Which brings me to my next point...being scared of someone laughing at them, is crippling and immobilizes people into inactivity. If you do nothing because you are afraid to make a mistake then you will nnever do anything again. It is the very definition of "what is successful" that must be examined, because I know some very successful peoplle, who have made it there business to butcher the English Language - millionaires....

We have to examine who poor speaking habits fail to work for. There are innumerable business owners who have no command of the rules of the English Language but are smart enough to hire people who do. So we must ask ourselves do we want to create a group of people who have a command of the ever changing rules of the English Language because they are excellent employees, or will we raise innovators, capatains of industry smart enough to seek out people to make them look smarter. I choose to be the later, and an occassional fena every now and then gives me quite the chuckle - no disrespect to your profession.

My response:

No disrespect at all...I no longer teach full-time and I'm currently not a working journalist, so no offense taken. But I still am a communications specialist and a communications analyst. And this interesting discussion has given me fodder for a blog article on this very subject, which is simply communication.

I was quite familiar with the Bojangle's ad campaign while I was in NC, and yes, some of those ads were funny. But it was cringing trying to teach grammar and my kids immediately referenced the commercial and thought "oh well, I've seen it on that Bojangle's commercial so it must be okay." Well, no son, it's not okay. It may be okay to laugh at something like that on TV, but when you're going to work in the work world and/or applying to colleges and when it is time for the interview, it won't fly.

No you're right...there may be some employers who will look beyond an individual's ability to master the English language, and that may be all well and good. But that didn't stop my passion for teaching my kids what was right and what was wrong. What was acceptable versus what was unacceptable. I wasn't trying to influence nor change their dialect. I may have even been the first person to ever tell them that "gonna" was not proper English and my kids knew that if I saw "gonna" on their papers, I was going to crucify their grade. I told them it may have been okay to use out on the schoolyard, but in Mr. Huey's room, "ain't" ain't gonna fly!

I had to go there, I had to take it to their level so that they could understand. Many of them got it, many didn't. But my thought was simply: if I could touch just one child, then my work would have been done.

So when we discuss the subject of communication as a whole, one needs to put it in context with the whole situation.

She referenced an ad campaign by Bojangles, a chain of fried chicken restaurants found mostly in the south. Here's an example:

Let me hear your thoughts on this. Because to me, proper communication is truly everything.

Addressing the culture of violence requires more parenting/police, not more programs

I watched this interview while on the stationary bike at the gym the other evening...I nearly fell off the bike!

Problem number one...many of the politicians have been in office for years, and have done absolutely nothing.

Problem number two...~~quite~~ quit deflecting blame. More police yes. More programs? I'm not so sure. How about better parenting...parents taking responsibility for children.

Again, if we're ever going to seriously address the culture of violence in our society, it starts with you and I.

Chicago can NOW focus on addressing its culture of violence, as is (hopefully) the rest of us

Chicago losing the 2016 Olympic bid in favor of Rio is certainly NOT the end of the world. It may be to its mayor, but it may be a blessing in disguise.

Maybe, its mayor can now focus on stopping the corruption at Chicago's City Hall, stopping the runaway taxing-and-spending, or better yet...here's a novel concept...stopping that runway violence that is plaguing that city, my hometown.

Sure, I think the Olympics would have been a good thing for the city. But I know for my former neighbors, being able to walk down the street to the bus stop or train station without looking behind your shoulder is more important.

Mayor Richard Daley has work to do. Let's hope this is a wake-up call for him to get busy and address the out-of-control culture of violence. And let this be an opportunity for all of us to address the culture of violence in our society and root it out of our persona.

Wrap your hands around your children this weekend and tell a child you love him/her.

Why blog about CCSD?

I was asked during the week if I plan to turn this into an exclusive Clark County School District advocacy blog, similar to my previous "Guilford School Watch" blog while living in North Carolina?

The answer I gave was specific.

While I want to incorporate some other things in Vegas Valley View (such as social marketing and media, important business items around town, etc.), as a former North Carolina public school teacher, a one-time North Carolina school board candidate and advocate, public education is important to me.

Currently, I am not a stakeholder in CCSD. I'm not affiliated with CCSD in any way, shape or form whatsoever. However, I've become increasingly concerned lately when I hear that CCSD needs a lot of fixing. I've been hearing stories about our children worshiping the crazy money made here in the Valley by parking lot and valet attendants, bartenders and blackjack dealers, dancers and entertainers. And yes, our bread-and-butter industries keep this Valley going.

But our children still need to learn how to read and write, use proper English and know a little about current events in the world. And if I can do my little part, or throw my little $.05 in to help, then so be it.

So there.

Our culture of violence needs to cease

Two things of prominence are on my mind today, this Hump Day.

1. This situation that occurred in Chicago, with the unfortunate fatal beating of a high school honor student just days ago. It is something I'm wrestling with as I grew up in Chicago and know the area in which the incident took place. As Chicago brass (even the White House) prepare to sell the city on the 2016 Summer Olympic Games later in the week, it is critical that the violence (that has been spinning and spiraling out of control there for months and months) must end, and soon. This goes beyond "Black-on-Black crime," this is beyond anything that is logical. We're talking about an out-of-control culture of violence.

Noted Chicago Tribune syndicated columnist Clarence Page has a great column on this today...Page says that there is a connection between the "impact of poverty and the disconnection from hope."

Page:

For example, those who are moved by video to judge Chicago's liveability are no more ridiculous than Rush Limbaugh's recent rant after Matt Drudge's Drudge Report Web site posted another video of youth violence: a school bus security camera in downstate Illinois captured a black kid pounding on a white kid in the next seat.

Police reported, but then discounted the possibility, that the incident was a hate crime. But Limbaugh was not deterred by a mere lack of evidence. "Greetings, my friends. It's Obama's America, is it not?" he bellowed. "Obama's America -- white kids getting beat up on school buses now. I mean, you put your kids on a school bus, you expect safety, but in Obama's America, the white kids now get beat up with the black kids cheering, 'Yeah, right on, right on, right on!' "

Note to Rush: Most black youths have not exclaimed "right on" since the days when you and I were young.

The truth is that race has little to do with youth violence compared to the impact of poverty and the disconnection from hope.

2. This gets into my second point...addressing the culture of violence is something our colleges and universities should be attempting to address. But for one prominent institution in Greensboro, NC, the messenger is raising eyebrows.

At issue is an invited performer to the upcoming homecoming for North Carolina A&T State University. The school's alumni is prestigious, and its homecoming draws visitors from around the country. For Greensboro, which is experiencing unprecedented negative effects from the current recession, the expected windfall from money spent in town for this event every year is incredible.

The performer is rap artist Gucci Mane, who apparently raps about drug dealing, violence, and reported ties to the Bloods street gang.

Mr. Mane will be performing his songs at the annual homecoming day concert. Mr. Mane was booked by student homecoming representatives a while back. Now his message (and the messenger himself) are causing controversy to the school, its students and the city itself. Student leaders say it is too late to tear up the contract for Mr. Mane.

I'm not sure what's more wacky, the eyebrow-raising comments following the News & Record article, or the fact that some think it is okay for him to perform. With Greensboro's rate of crime under intense scrutiny in a local municipal election season that's currently underway, ~~once~~ one would expect other names or other performers to surface that would be more positive and uplifting to the students, the alumni and the community at large.

This constant culture of violence is one that I have a massive problem with. And if we're ever going to address it head-on in our schools, it starts at home and talking to our children and preaching education, education, education! Forget the 3Rs for a minute..we need to preach "E...or J"...education or jail. Who's with me?

NPRI demands we get our money's worth from CCSD

The conservative Nevada Policy Research Institute's Patrick Gibbons recently inked an interesting column breaking down just how much CCSD spends per student. And while the results are astounding, Gibbons says we clearly are not getting our money's worth.

NPRI:

For the 2009-10 school year, CCSD will spend $3.731 billion providing education for just over 303,000 weighted students — a number that most likely will decrease. Total expenditures, thus, will come to at least $12,307 per pupil. While that is an 8.9 percent decrease from the previous year, it still is a substantial sum devoted to education.

To better understand the real priorities of the school district, however, let's break that total into its parts.

Of the $3.7 billion, CCSD will spend $649 million repaying debt. This breaks out as $2,143 per pupil going toward debt repayment. Total debt for the district, with interest, balloons to $6,428,470,473. In other words, for every student currently enrolled, CCSD owes $21,203 in principal and interest.

CCSD will also spend $671 million, or $2,214 per pupil, on capital projects. With approximately $4,357 per pupil spent on debt and capital projects, CCSD desperately needs to figure out ways to reduce these expenditures to save taxpayers money or to make more funds available for use in the classroom.

Gibbons says CCSD needs to investigate expanding charter schools throughout Clark County. Simultaneously, the state, he says, needs to advocate for vouchers. In the same breath, Gibbons says that Clark County is spending as much as what private schools spend per student, yet, the results couldn't be more far apart.

Stifling free speech at CCSD?

School board meetings down at CCSD allow for public comment. After all, the Board is an elected one, elected by their peers to represent them in matters involving the Valley's children. Now it appears the Board wants to stifle some of the more "inflammatory" speech.

In a move that's designed to certainly irk some of the Valley's parents and advocates of public education, school board members have asked CCSD staff to craft a scheme to "cut off" speakers during various Board meeting comment periods.

Las Vegas Sun:

Board members have asked staff to come up with a warning to potential public speakers that personal attacks won’t be tolerated.

For first-term member Linda Young, who has been the recent target of a few of her West Las Vegas constituents, “it’s becoming badgering and harassment. We want to hear what you have to say. You have good ideas and recommendations ... at the same time, none of us up here relishes being smacked around.”

The current regulation says “members of the public are free to express themselves as they see fit, and are personally responsible for their comments.”

In a draft proposal, which the School Board has asked be refined, the warning reads: “Public comment, the content of which is irrelevant, beyond the authority of the board, willfully disruptive of the meeting, repetitious, slanderous, offensive, inflammatory, irrational, amounts to personal attacks or interferes with the rights of other speakers, is prohibited.”

The language came from a 2002 opinion by the Nevada attorney general about public meeting conduct.

May I remind this Board that they are elected by the citizens. They are elected officials. If you can't stand the heat, get out of the kitchen.

And considering the issues I've been reading, and hearing, and learning about since I've been in town, may I also remind this Board that they can be voted out. Sorry, but when it comes to our children, I don't play.

Teacher reassignments cause headaches

For some Valley-area teachers, the beginning of the year census within CCSD has caused a unique headache.

Today's Las Vegas Sun reports fewer teachers are needed at elementary schools and as electives are being cut at middle and high schools, others are reassigned a month into the school year. And that's caused problems for parents who desire a sense of stability at their child's school.

Sun:

Spanish teacher Marie King spent three weeks setting up her classroom at Gibson Middle School, even paying to have one wall painted a cheery shade of purple that she thought her students would enjoy.

On Friday, she spent three hours taking down posters and packing up her belongings, one of the 168 Clark County School District teachers who were reassigned after enrollment came in lower than expected at their campuses.

The process of reassigning teachers in the wake of “count day” happens every fall in Clark County — but historically, the changes are the result of growth, when campuses get extra, portable classrooms to accommodate more students, and staffs are altered to fairly distribute the more experienced teachers.

This year, however, administrators are cutting elective classes at some middle and high schools, and discovering fewer classroom teachers are needed at elementary schools.
The fate of 168 of them played out Thursday night at Del Sol High School. They were called one by one, in order of seniority, to review a list of open positions in the district and write down their top three choices. By the end of the evening, all but one teacher had a new assignment — and that individual is expected to be offered a position soon, said Bill Garis, deputy human resources chief.

King is used to shifting assignments. In May she was transferred from Eldorado High School because of the shift of a large number of students there to a new school. King considered herself lucky to land at Gibson, a magnet middle school, where she says, she was warmly welcomed.

“Everyone was wonderful to me,” King said. “I’m sorry to leave them.”

LAS August traffic drops

Passenger traffic at McCarran Airport (LAS) shows declines across the board; down 9.8 percent year-over-year for the month of August, the Las Vegas Sun reports today.

Sun:

The Clark County Department of Aviation today reported that 3,495,522 passengers arrived or departed from the airport, which is down from 3,877,059 passengers in August 2008. Last month's number is down from 3,557,509 passengers a month earlier in July.

The number of passengers through McCarran year-to-date is 27,278,666, down from 30,739,817 through the first eight months of 2008. That's a drop of 11.3 percent.
Southwest Airlines, McCarran's busiest air carrier, saw a 2.8 percent drop in passengers from August 2008 to last month. The second busiest carrier, US Airways, dropped 37.3 percent while the third busiest, United, dropped 4.1 percent.

New lows in trust of news media

A New York Times article shows Americans have a new mistrust of the news media. Data acquired by the Pew Research Center "showed that self-described Republicans continued to take the dimmest view of news organizations, but discontent among Democrats was catching up."

On crucial measures of credibility, faith in news media eroded from the 1980s to the ’90s, then held fairly steady for several years, according to Pew surveys that have asked some of the same questions for more than two decades. But in the two years since the last survey, those views became markedly more negative.

In this year’s survey, 63 percent of respondents said news articles were often inaccurate and only 29 percent said the media generally “get the facts straight” — the worst marks Pew has recorded — compared with 53 percent and 39 percent in 2007.

One thing to keep in mind is that many on the cable news outlets are commentators, not journalists. Many watching these programs for the first time would not necessarily know.

Social Networking and "Flocking"

How we behave on social networking sites is a topic for discussion in a USA Today article by Sharon Jayson.

Jayson says researchers are studying the effects of relationships we make online versus the ones we maintain offline.

A new twist on an old thesis? Could be. We've heard for years about Internet addictions and the like.

USA Today:

The interconnected web of our friends, family, neighbors and acquaintances may dominate our lives more than we know.

They've always been there, making up our social support systems. But now, largely thanks to the burgeoning popularity of online social networks like Facebook, researchers are discovering what a powerful influence our connections — both online and off — really have over our lives.

"Those of us who study social networks believe they matter — that things do spread along social networks," says Claude Fischer, a sociology professor at the University of California-Berkeley.

Because social networks online are much more clearly defined than offline connections, they have been a boon to researchers. And studies are finding that despite dire predictions from naysayers who warned that spending too much time online would be damaging to real-life relationships, the opposite appears to be true.

The findings, trickling in from early research, suggest health and psychological benefits for those who "friend" and are "friended." But as with all new media, critics say it's much too soon to know about all the possible long-term effects online social networking might have — from growing obesity and musculoskeletal problems to loss of privacy and overwhelming commercialism.

Summer Vacations Threatened?

An Associated Press article touts an idea that President Barack Obama wants more school time for children and less summer breaks. My question...is this the answer?

AP:

Obama says American kids spend too little time in school, putting them at a disadvantage with other students around the globe.

"Now, I know longer school days and school years are not wildly popular ideas," the president said earlier this year. "Not with Malia and Sasha, not in my family, and probably not in yours. But the challenges of a new century demand more time in the classroom."

The president, who has a sixth-grader and a third-grader, wants schools to add time to classes, to stay open late and to let kids in on weekends so they have a safe place to go.
"Our school calendar is based upon the agrarian economy and not too many of our kids are working the fields today," Education Secretary Arne Duncan said in a recent interview with The Associated Press.

Fifth-grader Nakany Camara is of two minds. She likes the four-week summer program at her school, Brookhaven Elementary School in Rockville, Md. Nakany enjoys seeing her friends there and thinks summer school helped boost her grades from two Cs to the honor roll.

But she doesn't want a longer school day. "I would walk straight out the door," she said.

We've heard so many ideas about what to do about our public schools. And we've heard ideas like this in the past. Is it time for this to be looked at more? Do you think this will work?

The State of the Valley's PR Firms

An excellent, well-written article in today's R-J (via the Las Vegas Business Press) discusses the state of the Valley's PR firms, in terms of how they are doing and how they are holding up in this economy.

R-J

The news is far from all bad for small and sole-proprietor PR firms; most say they expect to survive the recession. Finding a niche is the secret to success for some. Tami Belt formed Blue Cube Marketing Solutions after working in-house for St. Rose Dominican Hospital and the Las Vegas Review-Journal. She has since taken on, and retained, big clients such as 7-Eleven.

The convenience-store chain was referred to her years ago by The Firm Public Relations and Marketing owner Solveig Thorsrud, Belt recalled.

"It's really cool because all the PR firms help each other. It is more like friends," Belt said.

Even as those referrals may be getting harder to come by, professionals who can hang onto the clients they have -- and specialize -- seem to have an edge.

With Belt, that specialty is in philanthropy.

"I do the charities," as she puts it, with a slight laugh. "I try to show companies how to get involved with the community, and showcase a plan."

I was also struck by this quote:

The number of mom-and-pop PR shops continues to grow -- at least by some accounts. No formal year-over-year figures were available. The Public Relations Society of America's local chapter keeps track of its members, but that doesn't account for nonmembers.

Las Vegas is home to 14 sole proprietor or small PR agencies and 15 larger firms. "Small" in this case is defined by PRSA as three people or fewer, local PRSA President Diane Gibes said. Individual membership is 135.

She sees signs of hope and reason for caution in her industry.

"I did see one of our members get a job recently," Gibes said. "And I saw one person go out of market to get a job."

Public relations is downsizing locally, much like practically any other industry, Gibes added.

Sarah Procopio knows firsthand about consolidation. She had to cut the staff of her 4-year-old True Marketing firm almost in half a year ago, after the recession first hit. Going from 12 to six employees made her keenly aware of the industry's current fragility.

"It's challenging, but we are hanging in there," she said.

Still, True Marketing's sales are down about 40 percent from mid-September last year.

I think finding a served niche, along with social marketing will be the key to which firm survives and thrives in this economy.

World Market Center to host additional shows in 2010

The other shoe may have just dropped for High Point, NC as World Market Center officials announced new trade shows for 2010.

This week's Las Vegas Business Press reports that WMC officials announced three new shows targeting other convention segments. The announcement was made as WMC officials continue to laud the successful Fall market, held just last week in which the show brought in about 50,000 attendees.

High Point's Fall market, still considered a competitor by some in the industry, kicks off in a matter of weeks.

LVBP:

The timing is right to expand into other events, Maricich said. The hospitality trade show is scheduled to be held in February, using 150,000 square feet of World Market Center pavilion space. It will coincide with the winter Las Vegas Market. The gift and "Vegas Kids" juvenile furniture shows will run in mid-June in existing space in buildings B and C.

The existing gift show market could see more consolidation as a result of the Las Vegas event.

"The gift industry has 300 million square feet of show displays throughout the country, and we think there is a better way to focus that," he said.

"There's no need to have shows in Seattle, Portland (Ore.), Los Angeles, Denver and Las Vegas," Maricich added.

No Child Left Behind will CONTINUE to leave MANY children behind

For those conscientious objectors to standardized testing as part of No Child Left Behind, it doesn't appear testing will go away anytime soon.

AP:

WASHINGTON – The Obama administration is committed to the school accountability at the heart of the No Child Left Behind law championed by former President George W. Bush but also wants to make changes, says Education Secretary Arne Duncan.

Duncan credited the law for shining a spotlight on children who need the most help, according to a speech prepared for delivery Thursday. No Child Left Behind pushes schools to boost the performance of minority and poor children, who trail their white peers on standardized tests.

Duncan agreed with critics that standardized tests are not ideal measures of student achievement. Yet "they are the best we have at the moment," Duncan said.

"Until states develop better assessments," he said, "we must rely on standardized tests to monitor progress."

Duncan noted the administration is giving states money through the economic stimulus law to come up with better assessments.

I'm not against accountability, I'm against this constant teaching to a test where our children become robots and don't learn anything else...except how to sit quietly and take a three hour exam.

And it seems apparent that some parents in Clark County agree. I found this anonymously written on another Web site while doing some research:

Terrible schools! I've lived here for 19 years and would never enroll my children in a CCSD school. The teachers are lazy. They "teach the test" before required standardized testing is held. They're only concerned with acceptable scores - not actually teaching. Teachers leave as soon as they can at the end of the day. They don't offer help or make themselves available. If a student doesn't do well they blame it on the parents. Administrators are defensive and only interested in protecting their jobs, decent standardized test scores and keeping a low profile. Never enroll your child in one of these public schools. CCSD has one of the lowest high school graduation rates in the country. Students can't pass the required proficiency exam because they were never taught the material - they were only taught enough to pass the required standardized testing that makes the school look good every year. Put your children in a private school!

Looks like Vegas Valley View will be focusing on CCSD for the foreseeable future.

The Hand Sanitizer Controversy Within CCSD

If you take a look at today's Las Vegas Sun article on hand sanitizer purchases within the Clark County School District, it really isn't a big deal on the surface. But read between the lines, and the way the purchases were made could possibly raise an eyebrow.

The underlying story is not the flu prevention aspect of the story, but the political aspect.

LV Sun:

After fielding dozens of calls from parents concerned about the upcoming flu season, Principal Tam Larnerd decided to provide each of his classroom teachers with hand sanitizer, spending about $450 in school supply money for 60 large bottles at Sam’s Club.

He could have used the Clark County School District’s online purchasing system, and would have paid a slightly higher price — 13 cents per ounce for the name brand, compared with 10 cents per ounce for the discount warehouse’s own product. And he would have gotten free delivery.

Purchasing hand sanitizer through the district’s online system has other benefits too — no tax and the product is more sanitary than the Sam’s Club brand because it has a self-contained refill mechanism, so you’re not unscrewing the top of a bottle when you refill it.

But Larnerd, principal of Bob Miller Middle School in Henderson’s Green Valley, said he wasn’t aware that the district’s online catalog included hand sanitizer until he was asked about it by the Sun.

“Let’s just say this is not something that’s well-advertised,” Larnerd said.
He later found hand sanitizer listed under “custodial supplies,” but couldn’t immediately locate the bulk order option that would bring the price down to near the discount warehouse price. Instead, the largest bottle he could find was 12 ounces for $5.60, or 47 cents per ounce.

At that price, it’s certainly a less attractive purchase for a principal, Larnerd said.

So how many school officials are overpaying for supplies out there? Especially in these times where money is extremely tight.

I also found this interesting from the article:

Hand sanitizer is one of the many optional items that teachers often end up paying for themselves. And teachers are digging a little deeper into their own pockets this year — the $200 purchasing cards that the district used to hand out every year were eliminated as part of the $120 million in budget cuts.

Given everything else that’s expected of teachers, the least the district could do is provide hand sanitizer for the classrooms,” said Ruben Murillo, president of the Clark County Education Association, which represents the majority of the licensed personnel.

When I used to teach high school back in North Carolina, it was common to dig into your own pockets to pay for supplies.At one of the highly-impacted schools I taught at, we were regularly told not to order anything because there was no money to do so.

Sad, but realistic.

New airline links LAS-Paris

This didn't get a lot of play in the local press over the last couple of days...a new airline will link Las Vegas and Paris, France beginning next Summer.

The Las Vegas Sun reports Paris-based charter carrier XL Airways will fly Airbus A330s between both cities. It is unclear whether the flights will be nonstop or not.

McCarran's growing international service is being enhanced due to the ongoing construction of Terminal 3. In addition, British Airways will begin new nonstop service between LAS and London-Heathrow (LHR) next month.

And I already have the marketing plug...fly FROM Paris, TO Paris!

Keeping the Arts & Music alive within CCSD

My friend Pierce Egerton, a personal injury attorney in Greensboro, NC, posted a link to an arts blog titled Arts Education Network (on the Web at http://blog.artsusa.org/).

It is timely for a couple of reasons...one, while blogging about public education in Greensboro for my former blog site, Guilford School Watch, I covered the issue of threatened arts/music education cuts. And two, the issue is taking center stage here in Clark County.

At Durango High School, where cuts in arts and music classes were threatened due to an enrollment shortfall, students and staff were elated to hear those cuts would not occur. True music to their ears.

An announcement made Tuesday during the last period at Durango High School was music to the ears of choir students.

Principal Mark Gums told the school that he managed to retain three teachers and save classes in choral music, art and woodworking that were on their way to being eliminated or reduced.

Good for them. I'm a big advocate for keeping the arts and music alive in our schools. It is important to have our children well-rounded.

Cleveland Clinic has plans for Las Vegas, Goodman has choice words for naysayers

Officials with the famed Cleveland Clinic were in town yesterday to discuss their plans to build an advanced health care facility in Symphony Park, just west of Downtown near the World Market Center and County Government Center.

The building would locate adjacent to the Clinic-run Lou Ruvo Brain Institute on city-owned property being donated to the Clinic.

And what does Mayor Goodman think about the Clinic building a new facility here?

R-J:

Las Vegas Mayor Oscar Goodman said Wednesday that he doesn't care whether the local medical community supports or opposes a plan to bring the Cleveland Clinic to downtown Las Vegas..."The good thing is, we don't care," he said.

Sun:

Cleveland Clinic explored coming to Las Vegas about six years ago, but received a chilly reception from the local medical community. Goodman said that “it’s always the same thing” with the doctors who don’t want the Cleveland Clinic in Las Vegas.
“They want to preserve their income,” Goodman said. “They don’t want competition.”... Now when physicians tell him the Cleveland Clinic shouldn’t expand in Las Vegas he tells them to “drop dead.”

How about that Furniture Market?

Last week's fall furniture market here in Las Vegas is what many are calling a successful event. An estimated 50,000 industry insiders attended the event at the World Market Center, just west of Downtown.

WMC officials, on their Facebook page said:

Thanks to ALL OF YOU who made the inaugural September Las Vegas Market such a wonderful one! The energy this week was unbeatable.

My question...is the WMC still positioned to give High Point (and other regional furniture markets) a run for their money?

Good news-Bad news on the public utilities front

First...the good news...

The Nevada Public Utilities Commission denied a request by Nevada Energy to raise electric rates by 3.2 percent. If anything, officials said rates for consumers will go down almost $3.00 a month. See R-J story here.

Now, the bad news...your water rates are headed up.

Says the R-J:

...the Southern Nevada Water Authority will raise rates over the next two years to help bolster its construction activities.

On Jan. 1, the authority will double its commodity charge to 20 cents per 1,000 gallons of water used, then increase it by another 10 cents per 1,000 gallons on Jan. 1, 2011.

Water authority board members approved the rate hikes in a unanimous vote Thursday.
Each 10-cent increase amounts to a 3.2 percent rate hike for valley water customers.

The average single-family home served by the Las Vegas Valley Water District can expect to see its monthly water bill go up about $1 next year, said Dick Wimmer, deputy general manager for the water authority.

T-3 project continues as tourism numbers dip

While tourism numbers continue to take a fall, the Terminal 3 project at McCarran Airport continues full-speed ahead.

The $1.6 billion project is scheduled to open in 2012, adding 14 new gates, its own ticketing and baggage areas, and even a brand new parking deck.

The terminal will also accommodate international flights.

What's troubling is the fact that tourism numbers are on the slide. McCarran's traffic fell in July by 9.3% (see recent R-J story).

Something to chew on next time you're cutting through LAS.

CCSD Enrollment Dips

In another sign that the Valley's growth may have plateaued, general enrollment within Clark County's public schools is down 1.31 percent.

During this past Friday's "annual census," enrollment levels top 309,573 students, down from the District's projections of 313,688. Last year, the District enrolled 311,240 children.

While funding levels will not necessarily decrease, staff and programs will. And seems to have students and parents grumbling.

R-J:

Durango High School Principal Mark Gums once thought "the worst was over."

But because enrollment has fallen short of expectations, Durango and many other Clark County public schools now face additional program cuts and staff reductions.

In addition to the 13 teaching positions and the theater program that Gums has already sacrificed this school year, he will now have to eliminate five more teaching positions, a counselor and a part-time staff position.

He also is reducing the number of elective classes offered in art, woodworking and choral music.

Vegas Valley View welcomes readers from the Piedmont Triad

Las Vegas, NV and Greensboro, NC are 2,250 miles apart. And yet, some things are strikingly similar.

Greensboro, in an area known as the Piedmont Triad located about an hour from Raleigh, about an hour from Charlotte, is the city I just relocated from back in late July. And while the circumstances of my relocation remain personal, there are some similarities and contrasts between both places.

The unemployment situation in both cities is eerily similar. About 13% in Las Vegas, about 11% in Greensboro-High Point.

Diversification of the economy is an issue: for central North Carolina, furniture, textiles, tobacco, apparel, manufacturing--all are taking a hit. This area is now an almost service-based economy.

For Las Vegas...ditto. Gaming, hospitality, the service-sector...anything to do with entertainment, has felt a major pinch here lately.

And we haven't even begun talking about dual furniture markets...which may end up being a duel. Las Vegas versus High Point.

There's where the similarities end. The differences are simple. In my opinion, Las Vegas has an extremely active creative class. Several networking groups are available on Facebook and LinkedIn that provide networking opportunities here in the Valley. But with the truth comes reality...if Greensboro doesn't jump start its creative class, many more will leave the Gate City. That's not a thinly-veiled threat...that's cold, hard truth.

So I look forward to sharing my personal viewpoints on the comings and goings around town, and sharing my comparisons with you about life while in North Carolina, and the DC area (where I spent time previously also) and Chicago (where I grew up).

The "View" is On!

No, I'm not talking about the Gab-fest on daytime television. I'm talking about the all-new Vegas Valley View.

The idea for the Vegas Valley View was very simple: taking notice of things that are eye-popping in the city. Having a strong desire to see what could be better in the Valley. Taking notice of the politicians and the movers and shakers that have something to do with how this city works (and more importantly, how it doesn't work)...and how it can be fixed to work again.

And whether it's traffic, the rapid growth, stalled growth, the various industries that keep this Valley going, public education, or just the general ho-hum-come-what-may, everyone has something on their mind and something to say. The Vegas Valley View will keep an eye on the politricksters and will watch out for you, the citizen. I invite you to participate and comment on the issues of the day related to what's happening in and around town.

There are a lot of Las Vegas area blogs out there. I hope this one will carve out its niche pretty early. After all, the Valley has one of the most active blogging communities out there.
